    Abstract

    The increasing spread of generative artificial intelligence presents Austrian universities with far-reaching challenges with regard to the safe, ethically responsible and legally justifiable use of this technology. At the same time, there is a clear difference between the intensive use of AI tools by students and the lack of an institutional framework for their application to date. This study therefore analyses the requirements for AI governance at universities. The methodology is based on a systematic literature analysis and a qualitative content analysis of nine AI guidelines from Austrian universities. In addition, a case study was conducted on the internal AI application ‘StudyBot’ at the University of Applied Sciences Upper Austria. The results show that although central governance principles such as transparency, fairness, accountability and security are widely recognised, they vary greatly. Based on these findings, an orientation framework was developed that can serve educational institutions as a practical tool for implementing AI governance. The work thus makes a contribution to the creation and practical design of AI-related governance structures in the higher education sector.
