In enforcing the law, the law enforcement agencies are authorised to exercise command and coercive power where necessary. In connection with police activities, there are repeated allegations of mistreatment or inhuman or degrading treatment directed against law enforcement officers. Since 22 January 2024, the Federal Bureau of Anti-Corruption has had the organisational unit Investigation and Complaints Office Allegations of Mistreatment. This unit conducts objective investigations throughout Austria into allegations of mistreatment or inhuman or degrading treatment. The activities of the Investigation and Complaints Office Allegations of Mistreatment are aimed at combating crime. As a basis, the present work deals with impact orientation and impact measurement, as the impact-oriented federal administration requires each department to report impact targets annually in the federal budget. The organisation of the federal administration and the responsibilities of the Investigation and Complaints Office Allegations of Mistreatment are also discussed. An impact analysis is used to examine the question of whether the services provided by the Investigation and Complaints Office Allegations of Mistreatment have an impact on specific target groups and society. The research work analyses different impact models and impact dimensions.
