Abstract

This master's thesis “Right to communication – financing of assistive devices in the field of augmentative and alternative communication” deals with the current financing situation regarding communication aids in Austria. People with speech impairments whose ability to communicate is limited are dependent on these aids in order to be able to participate in social life. As the costs for the required products can amount to several thousand euros, depending on the type of disability and the associated requirements, the current situation presents those affected and their relatives with financial difficulties. Although the communication devices are essential for a self-determined life, there is currently no legal entitlement to AAC aids in Austria compared to Germany. However, it is possible to apply for financial assistance with the purchase of disability-related devices. Due to the existing fragmentation of competencies between the federal and regional governments in the area of disability law and the numerous legal provisions associated with this, various agencies (social insurance agencies, Federeal Ministry of Social Affairs, regional governments) are responsible for the provision of assistive devices in Austria, which means that applying for funding often proves to be a bureaucratic gauntlet. The aim of this master's thesis is to use literature research and exchanges with experts from various organizations to show the current status regarding the financing of assistive devices in the field of AAC in Austria and to develop recommendations for action to improve the financing situation.
