Abstract

Framework conditions: The city of Linz has set itself the goal of becoming the most digital city in Europe. Challenges: The management of the Public Order Service of the City of Linz Ltd., a company of the City of Linz, implemented a mobile incident management system, an app (software program) for smartphones, for its field staff in the year 2020. In order to check and eventually improve “usability” of the app, the management of the Public Order Service of the City of Linz Ltd. commissioned an evaluation of the mobile incident management system of the Public Order Service of the City of Linz Ltd., which people may read in this master's thesis. Research question: • How is usability of apps designed? • What tasks / requirements are placed by example of the Public Order Service of the City of Linz Ltd. on the mobile incident management system / the app of the Public Order Service of the City of Linz Ltd.? • What could be improved in terms of usability in the mobile incident management system / the app of the Public Order Service of the City of Linz Ltd. from the perspective of field staff of the Public Order Service of the City of Linz Ltd.? Method: Expert interviews were conducted with the management of the Public Order Service of Linz Ltd., a heuristic evaluation was executed and usability tests were carried out with field staff from the Public Order Service of Linz Ltd. The results of these surveys were incorporated into the creation of a written questionnaire for all field staff from the Public Order Service of Linz Ltd. Results: The Public Order Service of the City of Linz Ltd. has a solid and user-friendly app, that still has potential in terms of usability. Discussion: The results of the evaluation stimulate discussion and support the implementation of the obtained findings.
