    Abstract

Increasing regulatory requirements and the growing complexity of IT landscapes make data governance indispensable for companies. High data quality is particularly crucial in personnel contract management and payroll accounting, as incorrect or outdated information poses financial, legal, and organizational risks. At Raiffeisen Personaldienstleistungs GmbH (RPG), problems repeatedly arise due to a lack of standards, inconsistent data structures, and unclear responsibilities. These shortcomings lead to incorrect contract documents, increased processing costs, and customer complaints. The aim of this thesis is therefore to systematically analyze the existing challenges and develop a data excellence concept that establishes clear roles, standards, and processes. This should improve the data quality in the long term and increase the efficiency of business processes. The structure of the thesis is divided into several central sections. It begins by explaining the chosen methodology, which is based on a case study and serves to identify weaknesses in data quality. Based on this, a theoretical foundation is established, presenting the concepts of data governance, common frameworks, role models, and approaches to data quality management. The next step is to perform a detailed analysis of the current data landscape. This includes developing a specialist data model, systematically examining weaknesses, and defining requirements for a data excellence model. The analysis relates to the relevant business areas of the RPG. Finally, based on the requirements defined, a data excellence model is designed for the RPG, which should contribute to increasing efficiency. The actual analysis of the RPG data landscape revealed shortcomings in the quality of the data supplied and processed, as well as in the provision of standardized salary and personnel lists. Based on these findings, a specialist data model was developed and requirements for a data excellence model were derived, which includes the standardization of data processes, the introduction of a dual control principle, and clear role and responsibility structures. The model designed was not implemented as part of the thesis, but it shows great potential for improving data quality and efficiency within the RPG. Theoretical principles and existing data governance frameworks also demonstrate that clear standards, defined roles, and systematic master data management can make a significant contribution to a sustainable increase in data quality.
