Abstract
This master thesis deals with the EU’s new NIS2 directive and aims to clarify whetherand to what extent it applies to the Austrian Red Cross. In addition, it is being discussed
whether the Austrian Red Cross also falls within the scope of the currently valid NIS
law. The Austrian Red Cross not only operates rescue and patient transport in all
federal states, but also takes on control center activities in some areas. The content of
this master’s thesis is to understand which technical and organizational measures are
necessary when the NIS2 directive is applied to the Austrian Red Cross. It should also
be clarified which services are actually affected by the NIS2 directive and which services
the Austrian Red Cross provides within the meaning of the NIS2 directive. For this
purpose, a literature search is carried out to examine the legal circumstances in the
NIS area and the NIS1 directive, the NIS Act and the NIS2 directive are explained in
detail. In addition to the catalog of measures resulting from the application of the NIS2
directive to the Red Cross, it is also being examined which standards should already
exist with regard to NIS.
