Demographic change is posing significant challenges for companies and organizations in Austria. This challenge also affects public administration and so also the municipalities in Austria. One possible way of dealing with the staff shortages resulting from demographic change is to try to attract young people to municipal service. This requires an understanding of what makes this generation ticks and what demands they have on an employer. In addition, you need a current assessment of the prevailing working conditions and whether these meet the demands of young people. The comparison is intended to show where municipalities have fields for action in which they must take measures in order to be considered attractive employers for young people. This thesis uses literature and existing studies to examine the demands young people place on their employers. The requirements developed serve as the basis for a quantitative survey of employees in Salzburg municipalities. The survey is intended to show where the demands of young people coincide with the conditions in the administrative service of municipalities. Where there are differences, it is important to look closely and take measures. In addition to the demands placed on the working environments by young people, the public service as an employer and in particular the municipal service is examined using literature and the essential circumstances, framework conditions, challenges and innovative showcase projects are presented. In addition to the innovations, some essential trends in the labor market are mentioned and discussed. By comparing the demands of young people with the results of the survey of employees in the administrative service of Salzburg municipalities, areas of action can be identified in which the municipalities must invest and take measures to be fit for the future, not only but especially for young people as employers. The greatest need for action is evident in the areas of advancement and further development, recognition and feedback, in some areas of management and equipment and entirely in flexibility.
