Inland Navigation During Crises: An Analysis

Abstract

The purpose of this paper is to analyse the strengths, weaknesses, opportunities and threats of inland waterway transport (IWT) during crises. Therefore, a four-step approach was followed: first a literature research and second, an analysis of transport data was conducted. Third, expert interviews were carried out to supplement the knowledge of the COVID-19 crisis and fourth the SWOT analysis was validated by experts. A major strength of IWT is the high reliability of the transport mode. The transport duration can be highlighted as a weakness, particularly during health crises, when medication etc. is rapidly needed. Crises can provide an impulse for transformation, resulting in chances for new developments and market opportunities for the IWT sector. The strong dependence of IWT as a transport service provider on economic growth, industry and transport volumes is a major threat.
