Designing open foresight processes for big numbers of stakeholders

Abstract

In order to overcome company and industrial blindness, foresight practitioners are more and more required to rely not only on internal sources, but also ona wider range of external input.Opening up the foresight process, we propose a four-stage approachwith the aim to create a baseline scenariosthat could be used for further scenario development and planning within the participating organizations. We involve a large number of different stakeholder types (industry, public entities, etc.) and citizens throughfocus group sessions, a survey, a workshop as well as an interactive game-based installation. In total, representativesof 49 organizations participated in creating the four scenarios. We argue that this process hasthe power to increase the normative quality of scenariosand potentially sheds light onindustrial blind spots.
