TRL and MRL of C-ITS as lessons learnt from the Austrian C-ITS Corridor ECo-AT

How do we overcome governments' difficulty in quickly implementing C-ITS? How can Technology Readiness Level (TRL) and Market Readiness Level (MRL) contribute to overcoming this gap? C-ITS deployment in Europe has seen significant hesitation from several actors. Some reasons are related to unresolved risks & the chicken and egg issue of who delivers / starts roll-out first: infrastructure operators or car manufacturers. And more specifically: which road operator can validly announce investment decision without significant alliances? Is it still a question of technology development – TRL? Or is it just a matter of scaling-up and rolling-out existing solutions. Is the market really ready to take-up C-ITS solutions right now – MRL? This paper outlines an approach to use existing scales to visualize (existing) gaps in rolling-out C-ITS. We claim to add significant lessons learnt from our successful three year work in the large-scale cross-industry C-ITS deployment project.
